Many municipalities restrict what vendors can perform commercial service within their township, city, county, or burrough by executing what is known in the waste industry as a franchise agreement. These agreements are usually pre-empted by a market survey performed by the municipality. The city requests quotes from several local area haulers. After gaining some concessions which usually include free service for municipal buildings, parks, and other public entities, city officials execute an agreement that forces businesses and residents in the area to use the franchise hauler. The city generally receives a frachise fee equal to a set percentage of the monthly revenue generated by the elected hauler. Minimum service standards are set to ensure the hauler can provide service to the city, and business owners begin to think of trash and recycling as another fixed utility cost.
